  1. Drain and rinse the soaked split peas well. Blend in a food processor with a minimal amount of water (just enough to form a coarse paste).
  2. Transfer the lentil paste to a large bowl. Add rice flour, chopped onion, garlic, green chili (if using), cumin, turmeric, baking powder, cilantro, and salt. Mix well to form a sticky dough.
  3. Heat vegetable oil in a deep pot or fryer to 170-180°C (340-350°F).
  4. Lightly wet your hands. Take small portions of the dough (about the size of a golf ball) and shape them into flat, round discs with a hole in the center, similar to a donut.
  5. Carefully slide the bara into the hot oil. Fry in batches until golden brown and cooked through (about 3-5 minutes per side).
  6. Remove with a slotted spoon and drain on paper towels.
  7. Serve hot with hot sauce or chutney.
