  1. Preheat oven to 190°C (375°F). Lightly grease a baking sheet.
  2. In a large bowl, whisk together flour, baking powder, salt, and sugar.
  3. Add the grated coconut and cold butter. Using your fingertips, work the butter into the flour mixture until crumbly.
  4. Add the milk and vanilla extract and knead into a soft dough. Do not overmix.
  5. On a lightly floured surface, roll or shape the dough into a round disc (about 2 cm thick).
  6. Place the dough on the prepared baking sheet and prick a few holes with a fork.
  7. Bake for 25-30 minutes, or until golden brown. Let cool on a wire rack.
