  1. Rinse the rice thoroughly until the water runs clear.
  2. In a large saucepan, combine milk, rinsed rice, cinnamon stick, lemon zest, and salt.
  3. Bring to a boil over medium heat, then reduce heat and simmer for about 30-40 minutes, stirring occasionally, until the rice is tender and the milk has thickened. Be careful not to burn it.
  4. Add sugar and sweetened condensed milk and simmer for another 5-10 minutes, until the desired consistency is reached.
  5. Remove the saucepan from the heat, discard the cinnamon stick and lemon zest. Stir in vanilla extract.
  6. Serve the rice pudding warm or cold. Optionally dust with ground cinnamon.
