  1. Cube the beef and season with salt and pepper.
  2. Heat olive oil in a large pot. Sear the beef in batches and set aside.
  3. Sauté the pearl onions in the same pot until lightly browned.
  4. Add garlic, bay leaves, cinnamon stick, and cloves, and sauté briefly.
  5. Return the seared beef to the pot.
  6. Deglaze with red wine and let it reduce.
  7. Add crushed tomatoes and oregano. Add enough water or broth to cover the meat.
  8. Bring to a boil, then reduce heat, cover, and simmer for at least 2-3 hours, until the meat is very tender.
  9. Remove cinnamon stick, bay leaves, and cloves before serving. Season with salt and pepper.
