  1. In a large bowl, combine the masa harina and salt. Gradually add the warm water, kneading until a soft, pliable dough forms. Let the dough rest for 10 minutes.
  2. Divide the dough into 8 equal portions. Shape each portion into an oval about 10-12 cm long and 0.5 cm thick. Gently pinch the edges to create a slight rim.
  3. Heat a comal or cast-iron skillet over medium heat. Add a teaspoon of vegetable oil to the pan. Place the memelas on the comal and cook for about 2-3 minutes per side, until lightly browned and puffed up.
  4. Spread the warm refried beans generously over each cooked memela. Sprinkle with the grated Oaxaca cheese.
  5. Return the memelas to the comal and cook for another 1-2 minutes, until the cheese is melted and bubbly.
  6. Remove the melted memelas from the comal and immediately top with a generous spoonful of salsa roja.
  7. Garnish with finely diced red onion and fresh cilantro, if desired. Serve immediately.
